According to the probable cause affidavit, Paragould police and the Arkansas Child Abuse Hotline received a report in May regarding a minor being sexually abused. An individual told police that a family member had told them Mayes inappropriately touched the victim two months ago.

The individual also reported that, after having conversations with the victim, learned this had started around a year and a half ago and had happened multiple times.

An investigator with the Arkansas State Police Crimes Against Children Division interviewed the victim, who told police that Mayes had touched them inappropriately multiple times.

Police conducted several more interviews with individuals between May and June. These individuals said a meeting regarding the allegations had occurred, involving Mayes, the victim, and others. During this meeting, the affidavit said, Mayes admitted to the acts but blamed the victim.
